Since it's pretty unlikely for the Non-Aligned party to ever come to power anyway, it doesn't seem like it would be that big a deal to use Scavenius instead given that he has a portrait already. What's interesting about this is that Scavenius was a member of Radikale Venstre, used in HoI4 as the Danish Non-Aligned party, yet the Non-Aligned leader is a different Radikale Venstre politician (Peter Rochegune Munch) using a generic portrait. I also noticed the other day that Erik Scavenius (Prime Minister of Denmark for a time during the occupation) has a portrait that I believe is unused.
